In 2015 the Phoenix Islands Protected Area (PIPA) became one of the largest marine protected areas on the planet. In doing so, the 157,000-square-mile-area of ocean banned all commercial fishing activity. But a new study shows the area saw a huge increase in commercial fishing right before the protected status took effect. University of Oregon economist Grant McDermott joins us to discuss his findings and what he is calling “the blue paradox.”
