This episode is about John Locke's conception of the state of nature. The state of nature is a pre-political condition of mankind in which all persons have "perfect freedom" and all are morally equal. However, the state of nature is governed by "laws of nature" in which everyone has certain obligations, for example, the obligation not to harm or kill others. The puzzle is how everyone can have "perfect freedom" in the state of nature and, at the same time, also have obligations to behave in ways dictated by the law of nature.
