It's there for people in Civil Air Patrol and Military Affiliate Radio Service so they can use the radio for both purposes.

That's a pretty new radio. I couldn't go for the $500 price tag. But the mod would not cost anything. Just remove the resistor. It's not uncommon at all. But, it's not legal. If you go to the link, it shows where it will transmit. That's nowhere near cellular.

Yikes! Well, I wouldn't transmit on it without a license for where you are transmitting. Ham radio requires a license too.

i had a sherrif's deputy illegally enter my home once and when i reported it, he lost his badge and gun and was apparently a very popular, but "rogue" deputy

Yeah. That blocks it from operating outside of its intended frequencies. Take it out, and it opens it up.

Found it. You just take a chip resistor off the board. Common procedure for modding. It's very small and tricky, but costs nothing. http://radioaficion.com/cms/th-d74-modification-of-the-us-version/

Yeah I'm sure!!! That's highly illegal. Yeah, getting it on police frequencies wouldn't take much. I'm trying to find what it would take, but I'm not finding it at the moment.
