Crazy Homeless Woman Arrested After Pulling out a Woman’s Hair – Part 6

Around 5:14 PM on February 17, 2024, officers Kyle Seper and Bianca Arroyo with the Hoboken Police Department were dispatched to the area of 5th Street and Grand Street to meet with a female caller who had allegedly been thrown to the ground by another woman. Upon arrival, the officers saw a woman matching the caller’s description, and identified her as 37-year-old Jessica Rosewall. She is well known to Hoboken Police based on numerous interactions they have had with her in the past. 
Jessica was rambling and using foul language as she was walking. The officers asked her to stop walking so they could talk to her. They followed Jessica as she refused to comply and walked to 5th Street and Adams Street, and she continued walking south on Adams Street. They were eventually able to stop her after she walked south of 3rd Street. During this time, she used extremely foul language towards Officer Arroyo and kept talking about random topics that were not related to the incident that they were investigating. 
First responders with the Hoboken Volunteer Ambulance Corps were called to the scene to evaluate Jessica. As Jessica became combative with the officers, the officers decided that she needed to be taken into protective custody, and she was placed in handcuffs and escorted into the ambulance rig. Inside the ambulance, she was secured to the bench as they transported her to Jersey City Medical Center. Once they arrived at the hospital, she was placed on the stretcher and taken into the hospital for further evaluation. Jessica was issued 2 summonses for Disorderly Conduct (2C:33-2A(1)) and Simple Assault (2C:12-1A(1)). 
As Jessica was being transported to the hospital, Officer Arroyo returned to Washington Street and 5th Street to meet with the 23-year-old female caller. Upon making contact with her, she told Officer Arroyo that she was unexpectedly approached by Jessica and thrown to the ground. She also alleged that Jessica removed strands of hair from her head. Another woman also provided Officer Arroyo with a witness statement corroborating what she told the officer. The victim was offered an opportunity to sign a formal complaint against Jessica, but she declined to do so.
