Conservative mega-donor, John Cox, says politicians are more professional fundraisers than they are policymakers. A "Citizens Legislature" would change that. This concept would shrink the size of districts down to ~5,000 to 10,000 people. The members of the district would elect a committee member to send to Sacramento. Because the districts are so small, the need to raise so much money to campaign, no longer exists. This breaks union and special interest strongholds on elections. Cronies love large districts because they know candidates need their money to get elected, which means they'll have an element of control.
